Welcome to our 32nd quarterly newsletter. Our newsletter comes out the first week of March, June, September, and December. Comments and suggestions are always welcome.

Busines is still quite robust and we see no sign of slowdown. This quarter we are launching our Counterfeit initiative by teaming up with the Distributor Action Group (DAG) to help form the first international effort to combad counterfeits. We have been appointed Chair of the laboratory committee within the DAG. Please see our Feature Article and attend our free webinar on Counterfeits.

We are putting the final touches on our new Membership Site - a site where you can go and download articles, stream video classes of our more than 100 hours of classroom material, watch any of our past 25 webinars, and even get in touch with an Ops consultant to get answers to any questions you may have. Stay tuned for this - we are set to launch in time for RAMS2013.

Battling Counterfeits - December 6, 2012, 9am PST

This free webinar will review the best practices in setting up processes and testing methodology to avoid costly Counterfeit Issues.  Secure Components and Ops is working in cooperation with the Distributor Advisory Group (DAG) http://www.counterfeitavoidance.org/ who reports directly to the ECCC (Electronic Component Certification Corporation)  (www.ecccorp.org), the secretariat for ANSI-ASQ’s UNSC-IECQ’s under the authority of the IEC Quality Assessment System for Electronic Components.   The scope of this webinar will address far beyond the standard and deals directly with global supply chain (SCM) Expectations.

Nov 27, 2012 - OPS' James Johnson appointed Chair of Counterfeit committee group

Mr. James R. Johnson, Director, Client Performance, Reliability and Quality Assurance for Ops A La Carte has been appointed co-chair of the Functional Test Laboratory Advisory Group (FTLAG) on counterfeiting, a sub-committee for the Distributors Advisory Group (DAG) formed in June 2012 by the US National Committee of the International Electrotechnical Committee for Quality (USNC/IECQ).

Mr. Johnson got together and formulated a plan with Mr. Stanley H. Salot Jr., president of the non-profit Electronic Component Certification Corporation and Mr. Todd Kramer, CEO of Secure Components.  Together these three, along with other technology firms formed the FTLAG to bring together representatives from test labs and other organizations to provide the means to create fast and effective testing to detect counterfeit parts in the defense avionics and aerospace sectors; and they are also serving medical, transportation and others.  Under the USNC/IECQ, the FTLAG is developing and implementing a set of industry-based international distributor test standards for certification requirements for counterfeit mitigation and avoidance.  This includes several industry leaders such as Celestica, a global contract manufacturer.

Nov 21, 2012 - New Consultant Jon Elerath Joins Ops' Team

Dr. Elerath received his BSME and MS Reliability from the University of Arizona, and received the PhD from the University of Maryland. He has over 35 years of experience in Reliability covering industries as diverse as nuclear power safety systems, electro-mechanical robotics in the plasma-etch industry, fault tolerant computers, hard disk drives in the data storage systems, and mechanical reliability for rotating equipment in high concentration photovoltaic solar tracking systems. Dr. Elerath’s areas of expertise include HDD reliability, complex system modeling with non-constant hazard rates, field data analysis for mixed time-to-failure distributions, prognostics/mechanical reliability through vibration monitoring, and reliability testing (RDT/ORT/Burn-in). He uses his extensive education and experience to formulate strong statistical bases for all his plans and analyses. Dr. Elerath has been an active participant in the creation of IEEE standards on reliability prediction (IEEE 1413 and IEEE 1413.1). He is the secretary for the Santa Clara Valley Reliability Society of the IEEE, has written over 30 papers and technical reports on the topic of reliability, and has been session moderator at the RAMS symposiums.

Nov 7, 2012 - OPS' FREE WEBINAR on 40 Years of HALT

About 40 years ago, some of the first papers on Strife and Tri-Axial Vibration Screening started being published.  A few years later, Gregg Hobbs coined the terms HALT and HASS.  By the early 90’s there were two different companies making equipment that could perform HALT.  By the late 90’s, there were many more.

Over the past 40 years, there have been many advances in the methodologies of HALT, but many of the techniques have remained the same.  This free webinar reviewed the history of HALT:  Where we started, where we are, and where we are going.

This comes on the heels of our successful 17th annual Accelerated Stress Testing and Reliability (ASTR) Workshop in Toronto last week.  We have decided to hold the 18th annual ASTR conference for Oct 9-11 in San Diego.  Save the date and start thinking about presentations.

The World's #1 Reliability Problem: Counterfeits

Counterfeit electronic components has now become what leaders are calling a new reliability problem of historical significance; the most significant reliability problem in America and certainly a problem that extends well beyond our shores to and from Asia, China, Europe, Africa and beyond.

Reliable products require a reliable Supply Chain Management Program.  This requires the use of reliable components.  When Ops A La Carte (OALC) helps a client focus on reliability, we guarantee our clients can meet their warranty targets. 

We use our Ounce of Prevention Strategy (OPS) to 1) assess the product/process risks, 2) develop a reliability plan, 3) execute the plan and 4) put in place on-going controls to maintain the level of reliability.  We have recently discovered a huge new risk that is affecting our clients:  Counterfeits.  We have created an action plan for Counterfeit Parts Control and have weaved this action plan into our OPS.

The first step is that we took a leadership position within the industry.  Mr. James R. Johnson, Director, Client Performance, Reliability and Quality Assurance for Ops A La Carte formulated a plan with Mr. Stanley H. Salot Jr., president of the non-profit Electronic Component Certification Corporation and Mr. Todd Kramer, CEO of Secure Components. 

Together these three, along with other technology firms formed the Functional Test Laboratory Advisory Group (FTLAG), a sub-committee for the Distributors Advisory Group (DAG) formed in June 2012 by the US National Committee of the International Electrotechnical Committee for Quality (USNC/IECQ). The FTLAG brings together representatives from test labs and other organizations to provide the means to create fast and effective testing to detect counterfeit parts in the defense avionics and aerospace sectors; and they are also serving medical, transportation and others. 

Under the USNC/IECQ, the FTLAG is developing and implementing a set of industry-based international distributor test standards for certification requirements for counterfeit mitigation and avoidance.  This includes several industry leaders such as Celestica, a global contract manufacturer. Moreover, the FTLAG is creating international consensus programs designed to:

  • Demonstrate compliance with Senatorial directives on avoidance, detection, and disposition;
  • Provide clients with the tools and testing necessary to address this $600 billion epidemic;
  • Certification processes to eliminate industry fraud.

In September, 2012 a summit was held in Milwaukee (home of the American National Standards Institute (ANSI) and the American Society of Quality (ASQ)) by the USNC/IECQ to formally announce the mission, goals and organizational requirements.
It was decided that the fastest approach for getting the word out is a webinar series to address the more than 30,000 key manufacturing, distributors and material handling firms presently on the front lines; serving the DoD.

On December 6th Ops A La Carte will kick off a 6-part webinar series on Battling Counterfeits..  Through this series, we will provide information to ensure there are no more surprises as everyone becomes more aware and alert to this issue. “We can’t stop all the counterfeits, all the time but we can bring attention to this matter by asking everyone to have a Counterfeit Mitigation Part Plan” says Mr. Johnson. “this will not only bring the quality and reliability up several notches in our constituent companies, it’ll mitigate counterfeits.”
